James E. Little, Chairman, President & CEO

With more than 40 years of experience in the California workers’ compensation market, Jim Little’s industry leadership spans decades. He understands the complexities and opportunities that are unique to the state and is committed to helping PacificComp’s broker partners succeed in this often-challenging arena. Prior to heading PacificComp, he served in an executive capacity at some of the top insurance companies in the state.

Jim is often called upon to offer leadership and to champion business advocacy for California and national regulatory and advisory boards. He was appointed by both Governors Arnold Schwarzenegger and Pete Wilson to the California Workers' Compensation Fraud Assessment Commission, and is currently serving his fourth term on the governing committee of the California Workers' Compensation Insurance Rating Bureau (WCIRB). 

In 2011 Jim Little was elected Chairman of the WCIRB Governing Committee. A former chairman of the California Workers' Compensation Institute, he has also served on the boards of the American Insurance Association, the National Council for Compensation Insurance and the Association of California Insurance Companies (ACIC).  Jim chaired the ACIC Workers' Compensation Committee during the California workers' compensation reform initiatives of 1993.
 
Ronald A. Groden, Vice Chairman/Executive Vice President & CFO

Ron Groden’s strong financial leadership skillfully positions PacificComp for long-term success and stability. He has more than 25 years of experience in the insurance industry, and is a co-founder of PacificComp.

He served on the Board of Governors of the California Insurance Guaranty Association and has an excellent relationship with the state's regulators.

In addition to holding an MBA from the Stanford Graduate School of Business, Ron earned an MS from Massachusetts Institute of Technology. He received his BS from Columbia University.
 
 
Jon P. Siglar, Vice President/Chief Sales & Field Services Officer

Jon Siglar’s role at PacificComp is to spearhead the development of strong broker partnerships. Jon and his team know how PacificComp can best serve the interests of brokers and their clients, from streamlining processes and communications to sharing proven sales and marketing strategies. In addition to heading up PacificComp’s broker relations team, Jon also oversees the company’s marketing, loss control and customer service departments.

He joined the company as VP of Loss Control, rising to his current responsibility of developing, enhancing and maintaining PacificComp’s broker network. Earlier, he also served as National VP of Accident Prevention for the General Business Segment at Royal & Sun Alliance in Glendale, CA. Jon’s experience also includes marketing, underwriting, and extensive loss control consulting with EBI Companies, Business Insurance Group, Unicare Insurance Company, and Pacific Rim Assurance Company. He holds an Associate in Risk Management designation.
 
Mark E. Webb, Esq., Vice President/Assistant General Counsel

Mark Webb is an acknowledged authority on California workers’ comp regulations and legislation. Mark works closely with workers' compensation regulators, policymakers, and advocates in the business community and organized labor. He has been instrumental in maintaining the efficient operation of California's multi-billion dollar worker benefit system. Mark is a frequent presenter at professional conferences on workers’ compensation and forums providing continuing education for legal, claims, and producer professionals.

Prior to joining the company, he was Assistant General Counsel for AIG, where he coordinated all lobbying activity on legislative and regulatory issues involving property and casualty, life and annuity, and consumer finance lines of business. He also served as VP/State Affairs for the American Insurance Association where he led the advocacy and analysis of legislative and regulatory activities affecting the property and casualty insurance industry throughout the Western United States. Earlier, he was a Deputy Director of the Arizona Department of Insurance.

Mark serves on numerous advisory and legal committees for the California Department of Insurance, the California Division of Workers' Compensation, CWCI, CHSWC, WCRI, and the California Chamber of Commerce. He holds a BA in Political Science from the University of Arizona and a JD from the University Of Arizona College Of Law.
 

 
Joseph A. Cardenas, Vice President/Chief Information Officer

Joe Cardenas oversees the systems that help make PacificComp one of the most technologically innovative, efficient and hassle-free insurance carriers for brokers to work with. A computer scientist and systems software specialist, Joe has shaped information technology for several leading insurance and high-tech corporations.

Before coming on board at PacificComp for his second stint with the company, he served as SVP/CIO at Salesforce. As VP/CIO of Autodesk, Inc., he consolidated disparate IT functional groups into a global IT organization. Joe also served as SVP of Fremont Compensation Insurance Group, and was VP of Information Technology for Oracle Corporation. He has also held information technology positions with Transamerica Insurance, NCR, Hyatt Hotels, and Wells Fargo Bank.
 
June E. Duxler, Vice President/Human Resources & Administration

June Duxler joined Pacific Compensation in August, 2002 as Vice President Human Resources & Administration. In this capacity, she is responsible for the design and implementation of all human resources strategies, policies and procedures throughout the corporation and manages both the people and administrative processes that keep PacificComp responsive to and supportive of our broker partners’ needs.

A 25-year veteran in the California workers’ compensation industry, prior to joining PacificComp, June served as Regional Manager of Human Resources and Administration for Royal & Sun Alliance/EBI Companies and held similar positions earlier in her career with UniCare Insurance and Fremont Compensation Insurance.
 
Denise K. Richardson, Vice President/Controller

Denise Richardson has 29 years of accounting and financial management experience, mostly within the insurance industry.

Prior to joining Pacific Compensation Insurance Company, she held increasingly responsible management positions with Fremont Compensation Insurance Group. Earlier in her career, she was Assistant Controller of Transamerica Insurance Administrators, Inc.
 
Joyce S. Schulman, Vice President/Claims

Joyce Schulman is PacificComp’s senior claims executive with over 25 years of experience in the workers’ compensation insurance industry. She is in charge of our highly experienced in-house claims and litigation departments. She is directly responsible for the establishment of best practices to minimize loss costs while providing excellent quality of care for injured workers. Joyce also works with brokers and their clients to manage claims as efficiently, compassionately and cost-effectively as possible. Joyce partners with PacificComp’s broker relations and loss control teams to ensure a cross-functional, dynamic, information-sharing communications loop to enhance the level of service we deliver through our brokers to policyholders and injured workers. Joyce is a member of the California Workers’ Compensation Institute, Pacific Claims Executive Association, and American Insurance Association and is active in other insurance organizations. Her experience entails serving in leadership roles, consulting, auditing, expert testimony, training, and establishment of best practices for the insurance industry.

Prior to joining PacificComp, she headed Western Region claims for Fremont Compensation Insurance Company. Joyce began her career at SCIF, later moving to Industrial Indemnity, where she rose to Managing Director of the California Region.
 
Karen A. Sterner, Vice President/Underwriting & Premium Audit

Karen Sterner’s experience, expertise and leadership support PacificComp’s top-notch underwriting operation. Brokers can count on her and the members of her experienced team to provide quotes that are quick, accurate and firm.

With more than 35 years in the industry, Karen is expert at compensation underwriting and premium audit. Prior to joining PacificComp, she held a variety of leadership positions in the industry, including VP of Workers' Compensation at ARM of California/Contractors First and co-owner/VP of Underwriting at Gryphon Insurance Services. She has also worked for Superior National Insurance Group in their Business Insurance Company subsidiary as well as Cypress Insurance, Fremont Indemnity, Zenith Insurance, and Mission Insurance.

Karen has a close relationship with the WCIRB and is currently serving on its Classification & Rating Committee. She is an expert on Experience Rating and Classifications. Karen is also a licensed Property and Casualty Agent.
